My brakes grab fine and I don't think they are leaking fluid but the pedal goes down farther than I'd like (not really spongy, more like slop) is it more likely to be in the front disc or rear drums? Thanks

Well get you a hammer and a can of brake clean and getthose rear drums off and spray off all the dust and grime and make sure you dont have a leaky wheel cylinder or worn out shoes. Get your drums measured so as to ascertain if they are too far over size. This will make brakes act like you have a bad master even(been ther done that).
Then make sure all your adjuster hardware is in good shape and the adjuster is free. Then with drum n you need to adjust the brakes till you get a medium hard (two hand turn ) but not grunting and groaning just draggin enough to getthem up to the drum. See if the brakes are out of adjustment the shoe material will wear very quick as it wasnt worn off because of the lack of preasure.
I bet you will love your brakes again after this.
Another thing that you need to do is get the brakes properly flushed and use a good high boiling point dot 3 or 4 brake fluid.
Good Luck

Yeah, sound like your rear drums are not adjusting. I hate to be a Parrot, but Lee is correct.

Also consider the master cylinder bore. A larger bore would give a firmer pedal, but please do the above mentioned things first, as they must be addressed.
