Hole Supposed to be in Qtr?

There is a very small factory punched hole in both of my Goodmark quarters where they meet the rocker. It's about 1/8" (maybe a tad bigger) here's a pic:

...My bodyshop does not believe it is supposed to be there and they recommend welding it.

Is it supposed to be there?

I can tell you it's not there on my Goodmark Camaro Qtr's. But not shure on the Firebird Qtr's, but I would think that it is a stamping hole. i say weld it up.
