I have the cage specsfor ihra and nhra but where do you go for road racing cage specs?

For SCCA, go to their national website and their rule book is downloadable in .pdf form

I downloaded the General Competition Rules but can't find the roll bar specs! The used to be in Appendix "J" I think.

Rollbar specs are in the Solo Rulebook. The GCR only deals with full cages for wheel to wheel competition.
When building a general road racing cage, the SCCA's rules are no longer the "strictest". I find that NASA (the racing org, not the space org) is more detailed on the rules, but you really need to research what organization you plan to race the most with. Ex. Midwestern Council used to require much heavier tubing than any other club racing organization, but everything else was about the same.
