would a 9.5 rim with a 255-45-17 fit on the back of a 65 chevelle or would have have to us a 8in wide rim? also what about a 245-40-17 on the front on a 17*8

This combo will fit your 65 with stock rear end
Front: 17x8 w/4.75" backspace, 245/40 or 245/45 tire
Rear: 17x9.5 w/5.625" backspace, 275/40 or 285/40 tire

the 275 will not work unless the fenders are rolled right?

That shouldn't be necessary.

I agree, my 275 10" wheel had no issues and I had a real big lip.

That's correct. The 64-65's do have tighter fenderwells but 275's shouldn't be a problem with correct wheel backspacing.
68-72's can handle up to a 315 tire.

A 17x8 on a 64-65 works best with 5" backspace.
