In building or buying a pro-touring car what are the advantages/disadvantages of fuel injected vs. carbureted.
Particularly in regards to: reliability,performance and maintenence.

Feul injection is all around the way to go. I have had both and there is no comparison in reliability, performance and maintenance. A must have IMO. Many systems, some experts here probably could help with that.

Without a doubt F/I is better - if it's done right. Cheap fuel injection (ie Pro-Flo) is more trouble than its worth.

Does going with a fuel injected system take the tools out of the owners hands and force us to go to a 2nd party for tune ups and adjustments?
Does fuel injection also overly complicate the car and lead to more computer/electrical issues?
And finally, are these late model fuel injected system
(i.e. LS1 conversions)cars required to be smog/emissions compliant?

you need to find out how it works in your state for emissions.if you get a lap top computer you can data log your car and literally adjust the fuel and timing curve while someone is driving the car.it cost more but after you tune it you dont have to adjust it everytime the weather changes.downside is it cost more
