Okay, I thought I had this figured out but I guess not:
I cannot find a combination of linkage rod length and pedal position to allow full travel of the carb linkage. Is there something, somewhere, that I need to bend or something? I'm having to use the bottom, 1/4" hole on the carb so that I can get to WOT before the pedal is floored. The result is a quick "on/off" throttle feel.
Help?!

Your pivot point needs to be further away at the carb. I take you are working with a linkage rod from the carb to the pedal which pivots at the firewall. I had a late 60s pickup with the same type of linkage.
I had to bend the rod inside the car to get the proper pedal height and room for travel. For adjustment of the middle rod you can always bend/modify it as well.

I think you are right, and some forcable fabrication will be needed.
