Bilstein Shock Holes Dont Quite Line Up On Gw Lowers

Installed my upper and lower global west control arms but when I went to put the bilstein shocks in the bottom holes dont line up with the lower arm holes. One lines up and the other is about half a hole off. Can I enlarge both mounting holes on the bilstein shocks and make up the difference or is this a no no?? They fit my stock arms fine but for some reason are like this on the GW LOWER tubular arms. Also can I cut part of the hole out to create a slot as well or is this not advised? I know it may be a basic question but just need to be sure on this.
