It's just wrong if this is true. And it pisses me off, because it's not being utilized! SCREW OPEC!

I think this is a device that uses electrolysis (running electric current through water to separate it into hydrogen and oxygen), but I could be wrong. I'm certainly not an expert on the subject, but this might be one of those things where it sounds like a great idea, but in reality you're upside down on the energy usage. Meaning, you burn more fossil fuels creating the electricity in power plants to run the electrolysis process than you do by just running cars on gasoline.
I've heard the same thing about E-85, that it takes more resources to produce it than you save by using it instead of regular gasoline. I did hear a GM engineer that spoke at a class of mine say that that's not necessarily true now because they have refined the process of creating ethanol and it's more efficient than it used to be.
IIRC, ProStreet R/T and amcmike are both fuel systems engineers. They can probably give you a more accurate answer.

opec and the oil companies had this guy killed.
Thats my theory.
This guy will be next to end up missing like Jimmy Hoffa.

actually Deepblue, This machine is different than any other electrolizer. It produces HHO which is it's own gas rather than just hydrogen and oxygen. And uses FAR less energy in its process.
The draw back to "Brown" electrolizers are that they use more energy than they produce via by-products. This machine makes, through the use of a "secret" polarity shifting electrolizer, a brand new gas with new propertys, and more potential energy than hydrogen alone. Hence him using it as an additive in his fuel system.
The news story says this plainly, yet most come off hearing 4 oz of water to a 100 mile trip. He never said how much gasoline was used in that time. the news story clearly states the wagon is a hybrid.
I wonder though what the milage will be on HHO alone though. THAT little bit of info could change the world, and they left it out.
