Help - Emergency

I changed my oil this morning, including the filter.
On startup I ended up with a 5 litre oil slick under the car in seconds.
I did replace the sump plug, and the filter was tightened hand tight.
Whilst I am clearing up the mess - anyone have any ideas what this might be?

Sometimes the o-ring is missing off the filter. Or it stays on the block when you take off the old filter, so when you put on the new one they stack and dont line up causing a leak
