I am buying a new house in about three weeks, which has a three stall garage measuring 31'x21' with 12' ceilings. Not a lot of room considering we have three vehicles. Other than the vehicles the only other items in the garage will be Camaro parts and a Craftsman roll around toolbox with matching top. I am looking for some ideas for storage, lighting and protective sealer floor paint.

I plan on doing the floor and lighting first, then buy the storage related items as more funds become available. I will probably have an intial budget of about $1000-$1500

I just put up a few of these in my garage. I'm sure you could swing it on your budget.

But if other items take a chunk out of your budget I would look for a local industrial/commercial recycler. We purchased several runs for my companies warehouse for dirt cheap considering what new stuff costs. We bought a 15' run of 10' tall shelves for $150.

Actually, you could buy some old cabinets off ebay or maybe in the local paper. I think, a friend of mine found some metal cabinets from the 50's off ebay for $125. Just paint them and mount them on the wall. Lighting, typically most people use flourescent lights. Although you might want to consider 8ft long from a local electrical supply house (tell them you are remodeling, and well it got me the 50% contractor discount!) Protective sealer floor paint? Here is the right way to do it. http://www.concretenetwork.com/concrete/garage_floor/garageconcretefloorcoating.html
