i have a small block 383 and have a problem with my rpm performer seeping. i dont use a front and rear gasket instead i just use a fat bead of rtv silicone and still have a problem. my valve covers have a pcv system to the carb and K&N breather on the other. Starting to worry if i might have too much crankcase pressure. Is there anything that can solve my problem?

with out any rtv on the block how does the intake fit,if good.you mite try just putting a breather on the valve cover and not a pcv system.also while the intake is off,take a punch and punch holes in the intake where the block seals the ends,this gives the rtv some holes to fill and bond more to keep from leaking,also do the ends of the block also.

I'll give it a shot. Is there any consequences of not running a pcv besides recycling unburnt fuel or vapors? just wondering why circle track racecars don't have a breather on one valve cover? and what is the best setup?

circle track cars dont because the left hand turns throw the oil to that side and it blows out,if you look they either have two in a tube that connects both vc in front of the carb or 2 in the right vc.if the engine has alot of blow by it will blow it out,if it does hook the pcv back up in the other vc.you do the intake trick first and try the breather and pcv togehter.
