Are most people welding on the leaf spring pads themselves?

Or are people buying them complete from places like Currie?

Welding on leaf spring pads will warp the housing tubes. It may or may not be a problem, so you should have the housing checked and straightened if you weld on the pads. Reputable companies like Currie, Moser, and Williams can supply you with a straight housing with the pads already welded.

If you can find the 9-inch from a 65 Thunderbird then consider yourself lucky 2 times, first, you found one and second, it fits first gen f-bodies.

I have a '68 Firebird. I purchase the Ford 9" from DTS since they will get the best pieces built for you particular application. (e.g. A Currie housing, a Strange centersection, a Detriot Locker....)

Here is a low res version of the 9in Ford for a 68 Firebird with DSE QuadraLink mounts. Hope it helps.

I bought a complete 9 inch out of a 70 Mustang. Bolted right in my 68 Camaro. About 1/2 in narrower than stock Camaro rear.Re-drilled axles to Chevrolet car pattern. Easy swap.
