Im wondering if you can alter the perspective on a photo or portion of a photo?
Example.
You have a photo taken at a 90* angle to the side of the car. Can you spin it a little to left or right to make it look as if the photo was taken off to the side a bit?

not exactly. you can skew perspective by "shrinking" one end of the car and stretching it a bit.

I think this exists in both versions, but this is from Photoshop Elements:
Under the Image menu, choose transform, then choose perspective: Like this:

After that, "handles" will appear at the corners for you to do manipulations to kind change the perspective. Like this:

It ain't perfect, but if you use it for subtle changes only, it works well enough...
