Need Brake Booster Help

I have a question regarding this brake booster. There is a plastic sleeve around the pin coming out of the booster and this doesn't allow the pin to go into the master cylinder and activate the brakes. Is this supposed to be on here? The booster didn't come with any instructions.

That’s how mine was, there is a spring inside the plastic sleeve that takes up the slack between the pin and the sleeve. The pin and sleeve extend when you press the brake pedal and that activated my master cylinder.
