Why is the shell of a Del-a-lum bushing made of aluminum? Is it to create a dissimilar metal situation? Or perhaps the aluminum is less prone to rust which would tear up the delrin?

It is lighter than steel, does not rust & it's easier to machine. Steel would offer no strength benefit in this application.

I've run these on my street car for years with no wear issues.

In addition to corrosion benefits, it's also softer than steel. So probably easier to press-in and less wear between moving parts as the control arm rotates.
