Surface Rust

Hello Gentlemen, my 69 Camaro rear package tray underneath has surface rust, kinda scaley. What’s the easiest way of removing the rust? It’s really hard to use any power tools as it’s not a flat area. Is a scotch brite pad and wire brush followed by rust converter spray paint enough?

How about putting on some por 15 since its in an area that can't be reached with power tools. Por 15 loves surface rust !

Evapo Rust...gel if you need it to cling. It will clean it right off.
