Are there any issues running the lower bars to be parallel with each other?

What's the recommended width for weld on mounts?

A little bit of angle on the lower bars is acceptable. For example, if you look at an A or G body car, their lower bars have some angle on them. The big thing you want to watch out for is to not put so much angle on them that the rod ends get into a binding situation.
