69 camaro cowl vent panel (delete vent and wiper)

The cowl vent panel that came with my car has the vent and wiper deleted. Unfortunately wipers are mandatory in Texas so I need to get a different panel. Will ship at buyers expense. $125.

Are they still mandatory if you run antique or historic plates in Texas?

Let me rephrase. They aren’t if you run classic plates but I still want wiper as I’m sure I’ll get stuck in a rainstorm at some point.
