I don't have a direct answer for you, but, if I was doing a Monte, I would use the Dakota Digital gauge cluster. They make a module that will allow you to interface with a Holley ECU. If you want to use the 7" Holley dash, I think you will have to make something custom yourself.

I went with racepack in my 68 camaro instead of the holley 7" but hopefully this is what your looking for. I got my insert from them and was pretty good quality.
