A 69 should have a neutral safety switch. If it was an automatic at some time the neutral safety switch should be on the steering column near the actual electrical switch. If you are rotating the cover where the column mounted shift lever should be, who ever converted it left the safety switch connected. Probably as a concealed deterrent for theft. Look under the dash on the top of the steering column for 2 purple wires. They are about size 12 wires and should run to a switch on the steering column. They should be for the neutral safety switch. The neutral safety switch should be mounted to the clutch linkage on a manual transmission car and you should be able to buy one from any classic car parts vendor for your car.
