Before I weld in some new seat risers, do I need to prime & paint the underside of them?

I believe these panels have some type of rust proof coating on them already - underneath all the dust, it's got some type of black finish on it).

My plan was to mark where the plug welds will go on the floor and then spray and epoxy primer (spraypaint) over the area that would covered by the panel. Then use a weld-through primer on the floor where the plug welds would go. Am I over-thinking this? Would the weld-through primer be sufficient on the whole area under the seat riser?

If you're referring to the black E-coat that comes on virtually all new sheetmetal, you will be fine. It's a pretty durable coating anyways, and in an area as sealed off from the elements as a seat riser, it will never be an issue. It might be questionable for underneath the car, or something exposed to the elements, but nothing to worry about here.
