Only reason it was faster than the vettes and cadillacs, was cause they got a huge weight break and, the caddys and vettes had weight added to them.

Did i read taht right? its an AWD racecar? and why did it get a weight break?

It didn't get a weight break. It just didn't get a weight penalty. If you win a race in Trans-am they make you chuck a bunch of weight in it for the next race.
So if you don't win you don't get a penalty and you can qualify well and say your car is "faster".

Well I'm sure the idea is to try to achieve some sort of parity between the big money teams Giggliotti / Rocketsports and the privateers.

It might have allowed that car to post a couple of fast laps, but it dosen't ensure that the best built cars and best drivers ( Giggliotti / Rocketsports ) won't win.
