Nickey seems like they are out of their realm with the hot rod stuff but are very comforatble with modified oem. I would talk to Jim at Speed Inc

Late Model Throttle is great with tuning, efi, carb etc. They have a awd dyno as well.

I had the guys at Speed Inc in Schaumburg IL tune a 03 Z06 a few years back. They did a great job!

I had mine done at Late Model Throttle in Waukesha and it turned out well. 470hp on a lq9. No complaints. Jeff knows what he is doing so give him a call.
I have heard some bad things about west bend. Also a buddy took his carbbed small block there for a simple tune. 1200$ later and he still had to take it back again.
