I don't have the funds for a new frame. So how will it perform with a air ride level I think 3 or 4 level kit? I also want to do a mini tub and a 9inch rear end? Any suggestion would be greatly appreciated.

This question gets ask all the time and the basic answer is, it depends.
My suggestion would be to spend some time(read that weeks or months) researching suspensions on here and lateralg.net and see what works and fits your budget.

I think on the RideTech page they have a link to someone doing a test drive on an early B Body (x frame car) with their level 4 and it had good reviews.

Depending on what you're looking to do with the car, whether it be a good handling street cruiser, or something more performance oriented, we can get you set up with the right kit. We offer a level 1, 2, and 3 kit.
If you're building something that will primarily be on the streets, I would look into our level 2 package. It comes with single adjustable (rebound) shockwaves in the front, and single adjustable shocks to go along with the rear Coolride package. The ride quality and performance can be fine tuned very easily. The 5 gallon Ridepro digital system is included in this (without level sensors).

For a car that is going to be on the track most of the time, the level 3 is where I would steer you towards. Like the level 2, it has Shockwaves in the front, and Coolride in the rear. The big difference between the two kits, are the triple adjustable shocks that are included in the package. In the level 3, you have adjustment over your high speed compression, low speed compression, and the rebound. There is a very wide variety of adjustment on these, for any track condition that is encountered. Front and rear sway bars are included with this kit, to get the better handling characteristics out of the car. This kit has the same digital system but comes as an Airpod (with level sensors), a system that is pre-built, tested and ready to set in the car.

I have driven the RideTech 62 at a few USCA evens last year, and at a few Good-Guys events, not only can a b body handle... but they look so good! We took the impala to Daytona and ran on the high banks this past year. No i wasn't the fastest car out there, but not the slowest either :) The car was good, just lacked a bit of power to hang with the fast guys.
our 62 Impala has the stage 3 Air suspension system installed, yes air suspension. It's hard to beat the ride quality and handling performance of a properly bagged B body!
