Wide band A/F meter reading

Just curious, my wide band A/F meter reads 22.4 when the sensor is in free air (outside the exhaust system). Is this correct considering atmosphere has 20.9% oxygen content?

Most instruments are not accurate at the extremes of their range. That said, my Holley wideband reads 20% before I start the engine.

Wideband O2 sensors ALSO must get hot before they are properly accurate, like at/near 600F deg.
