Will C6 Z06 corvette wheels fit on a monte carlo ss? No frame notch or fender flare, yet. I think dimensions are 18x9.5 & 19x12 with offset 40 & 59. Maybe use a spacer?

You'll need a pretty think spacer to make Vette wheels work, I think around 2" is the magic number. I haven't seen a car yet that will swallow a 12" wheel without any mods.

On my 79 Cutlass (should be the same frame as yours) a 17x9.5 with 275 40s would barely rub the inner frame rails with 5.5" (+6mm offset) of back space. I put a 1" spacer on and going over hard bumps with the fender lips rolled they barely rub the outside of the tire on the wheel tub about 4" above the fender lip. My car is lowered 3". A 3/4" spacer would put it perfect. I doubt you'll get a 12" wheel in there with stock rails, unless the MC's wheel tubs, wheel openings, and 1/4 panels are different enough from my Cutlass. I notched my frame rails and will eventually run 18x10.5 or 11's with a 315mm tire. It will be a tight fit. With my rails notched about +/- 1", without a wheel a 345mm tire pressed against the frame rail stuck out past the 1/4 panel about 3/4".

Same 9.5" wheel and 275 tire up front barely rubs on the lower control arm at full lock turning. Using spacers you'll have to get it down to about 5" bs on the front. I have my stock rotors cut down to be hubs, 98-02 drop off rotors and 10 mm spacers with the 5.5" backspace (+6mm offset) wheels. Between the rotors and spacers I'm maybe 1/2-5/8" of spacing off the hub. I think there's room to go a little further towards the fender, maybe another 1/2" or so. I don't have inner fender wells, they were broken by the tires a long time ago. Again 3" drop up front.
