I have a customer with a 70 Camaro with a T4 setup and it just doesn't have much for stopping power. I've bled the brakes MANY times, but it just doesn't seem to work. I'm at my wits end! All the lines are new, the brake system is new. I have some suspicion on the booster/master as they were on the car when it came in. Its a chrome Chinese cheapy one I believe. I have a pedal, but it just won't stop the car and struggles to hold it still when stopped. What do you guys think??

I'd say your master cylinder is probably at fault. How does your pedal feel? Hard? Soft? Lots of travel? Have to pump it several times?
Do you know the size of your master cylinder?

We have had similar problems and the vacuum booster diaphragm was at fault & didn't hold much vacuum. Could be an internal problem in the MC though.

I have a pretty good pedal, feels hard. Just doesn't stop! Travel seems normal, no clue on MC bore.

With a low brake torque situation, I would first, make sure that the booster is functioning properly and has adequate vacuum levels being supplied to it. Next, figure out the bore size of your master cylinder...one size does not fit all brake kits as the MC should be sized relative to the rest of the system based on variables including but not limited to caliper piston area, pad CoF, pedal ratio, rotor diameter, etc. If the booster and MC bore size check out okay, then I would look at the pads after that.
