On my 1995 Chevy Caprice 9C1 I am currently running 18" x 9.5" Corvette C5 wheel with adapters from the old Rustic Racing with 275/70-18 Continental Conti-Extreme DWS tires mounted. My wheel and tire combo gets beat up a lot by the potholed and crater filled New York City streets!! Three times I have had to get my used C5 wheels fixed (with welding and rebalancing) at over $125 a pop. And buy three new tires from Tire Rack and over $200 a pop. This has got to stop!!!! So I am seriously thinking of going to a 17"steel wheel to regain some sidewall height and wheel strength.

Can a "Big Brake Kit " fit inside of Crager Soft 8 17" x 9" steel wheel??

I looking to go for big brake kit that features a 14" rotor with a six piston caliper. I will consider a 13" rotor if the 14" proves to be too big.

Yes, a "Big Brake Kit" can fit inside a 17" Cragar Soft 8, just not a 14" kit. The largest that I've seen crammed inside a 17" Cragar was a 342mm AP Racing rotor with 6-piston caliper...I don't think you could fit a credit card between the caliper and the wheel though.
