I'm currently building a '91 C1500. I'm looking to do a Belltech drop '4/'6 and currently I'm sitting at a '2/'4 but I'm worried about cutting my frame to put in the c-notch. Honestly I'm wanting someone else to cut the frame as I am only 17 years old, and this is my first solo project so far, and I'm really not looking forward to cutting the frame if I have too. Just looking for assistance or for someone that can help me along the way!

No better time then the present to jump in... I've been working on cars since I was 13 and my dad pointed at his 64 Biscayne wagon and said "change the starter solenoid...". :) Like Conrad asked, what kind of tools do you have and is there a garage to work in?
Buy or borrow a sawzall (Harbor Freight has usable tools for fairly cheap) and get to it. It will be much easier to work if you pull the bed and please use plenty of jack stands under there.
One thing I did when I notched my truck (back in 1999 when you were two!) was to step up the bolt size from 3/8ths to 1/2". The 1/2 inch fit the cast notch plates much better which will prevent the plates from itching around. The bigger bolts locate it better and have an increased clamp load.
My truck is dropped 4/6 and has been like this for 15 years with no problems.

If you have any questions at all just holler.

what city do you live in? Also the frame cutting isn't that hard, you just need the right tools
