Key on, engine off, will DBW throttoe blade open with pedal?

Drive by wire setup, GMPP LS3 controller, with the engine off, but key on, will the throttle blade open when I push down the pedal?

Scot I'd think it should. The DBW throttle in the e40 ECU works with key on/engine off.

I thought it would too. Not tried to start mine yet, but connected all the electronics & expected throttle blade to move, but didn't.
