I know this should never be the case, so then hypothetically, how much rust does it take to be a concern on rotors? Does it ever require rebedding, or any real concern once it has worn off in use, and does that wearing off use need to be delicate, or what? We are not talking prolonged underwater water rust.

Most pads are remarkably good at removing standard surface rust through normal use. That said, I would suggest sanding the rotors with 130 grit, washing and reinstalling if there is any heavy scaling or pitting, then rebedding the pads (assuming a street compound), just like you would when changing pad compounds.
