Attaching hats to rotors

I addressed my concerns regarding rotor to heat transfer in another thread here. If i use a SS fastener and have Alum hats, and car will see rain use, I set myself up for galvanic action issues. My fasteners are drilled, and will be safety wired. Seems like lock tite is not an option because of heat issues, so the question is, properly torqued and safety wired, would anti seize be advised?
