Brake Pedal not returning all the way.

The brake pedal is not returning all the way the to correct resting position. I have the switch pushed all way the in. I replaced the master cylinder last weekend. I have great pressure. How is the pedal supposed to return? Is it in the booster?

68 Firebird, 4 speed, power brakes, disc front and drum rear.

Had a problem similar to this, if it's boosted, pop the line off the booster line and see if the pedal goes back to resting. If so, the booster return spring is dead.
