western pa emission ????? what can i do?

heres my situation , my 88 camaro was a 2.8 car that was blown up, now its a carbed 305 car with no emission parts on it. the thing is that i dont drive the car in the winter at all it stays in the garage and i only drive it on sunny days or to car shows once a week. can i get a collectible plate or classic plate or antique plate so the inspection on the emission is exempt....im looking into a collectible or classic plate but not sure if i still need the emission equiptment for them or not. i dont think my car is eligible for antique plate because its not 25 years old till 2013. i love this car and want to keep it and make it really nice but dont want to put cash into something i cant drive. what can i do?
