only works well at high pressure

vintage air sure fit gen IV, 68 camaro convertible(very well insulated dash, floors, sealed astro-vent) does not blow cold at all. originally took system down for failed trinary switch and heater hot water servo valve failing at the same time.
On a 95* day, will only lower vent temps to 70* and only when has full 28 oz of r134 / oil mix to boot the pressure is high side at 350 and lows at 40.

I bled out low side to get head pressure to 240-250 and 16-22 in same day weather and could not get vent air temps down below 80* could this be damaged / stuck expansion valve?

vac time was 60 minutes worth with -29 grav. fill was performed at 1500 rpm.
system does not short cycling the compressor nor cut out under heavy throttle and cruises around town at 70 when full 28 oz charge.

could the heater vent door be stuck open and bleeding hot air in? it elec/servo started clicking so i unplugged it, called V/A they are sending one out under warranty but this would not address hip pressure on both sides.
