      Worn Valve Spring Shims?

As I was replacing my valve seals today I saw heavy wear in my shims from the spring dampeners. What on earth would cause that and can I replace the shims and be good to go?
I've seen the dampeners can be sharp so I'll try to take the edge off but I was concerned that this could be caused by a bigger issue.
      Any thoughts?

I recently had a valve spring break and I'm in the process of installing new springs, seals, locaters and shims. The shims I'm removing have wear marks on them too. The old springs were directly on the shims. Maybe because there weren't locaters, the springs were able to move around.
