Bilstein Shock Washers

Hey I am installing some Bilstein shocks as part of a Hotchkis TVS system in my 68 Camaro....there are three cup washers that sit at the top of the shock mount...one is thick and the other two are thinner...Does the thick washer go under the shock mount?
