Polyurethane Tie Rod Boots

Can anyone explain to me the purpose of polyurethane tie rod boots beyond separating a fool from his money? If I really stretch I guess I can see it keeping the tie rods from rotating and helping with some bump steer in theory but is it actual practical in practice?
