I have an 89 column with a 2002 wiper control in mine.

The column is collapsible and held together with a little plastic. Just hit the bottom of column with a rubber mallet to break the plastic loose so you can move your column to the correct length.

Replace the column bracket with the one from your original column, cut off the lower bracket and use the bolt on firewall bracket from your original column, you will have to take a little off the upper bracket for the high beam rod to have clearance. Once you swap this in, you can use a 4th gen delay wiper motor too.

I modified the 3rd gen double D rag joint coupler by cutting out the coupler at the end of the column and drilling a bolt mount rag joint end to it.

I believe you might be able to bolt up a later model GM lever to your current steering column. This would get all the controls you're looking for but won't get you tilt :/
