Power steering pump pressure

I have a 75 TA that has a 03 Mustang cobra rack and pinion and a 97 corvette ps pump. There is a Heidts regulator between the rack and pump. I put a pressure gauge on the hp side between the rack and the bypass. I was getting 100 psi at all rpm ranges. When I turned the wheels the pressure would spike at 1400 psi. Should I not get a steady psi at idle?I have blown 2 rack seals.

I think the Heidt valve s just a restriction, like a faucet. To reduce pressure, add shims to the pressure regulator valve behind the pump outlet.
